The political structure of Windswept Village and the prosperity of it's inhabitants is based on the active population. Below is a break down of the four levels of growth and the various restrictions and political structures of each.


Hamlet - This is the lowest point in the village's economic and social structure.


  • Prerequisite
    • N/A


  • Political Structure
    • Elder - The elder is the leader of the hamlet. He is in charge of assigning plots to newcomers, settling ownership disputes, setting up trade relations and managing diplomatic relations with other settlements.


  • Restrictions
    • Settlers are restricted to the Commoner class.
    • Residential buildings are restricted to tiny shacks
    • Residential and industrial plots are restricted to 5x5 each


Village - A tier two settlement is called a village. This is where the average settlement will rest.


  • Prerequisite
    • Hamlets qualify to for village status when they maintain 10 active players for a week.


  • Political Structure
    • Village Elder - The village elder is the leader of the village and head of the village council. All final decisions are made by the elder.
    • Village Councilman - The village councilman sits on the village council. This is the first and most primitive legislative council for settlements. It is the duty of the councilman to fill in when the elder is unavailable and to work with fellow council members to pass non-binding resolutions. The number of council members is based on the population of the village. The first councilman is elected at 10 active members, the second at 15 and a third at 20.


  • Restrictions
    • Settlers are restricted to the Citizen class.
    • Residential buildings are restricted to single floored wooden buildings.
    • Residents may pay the village to expand their industrial plot to a maximum of 5x10


Town - A tier two settlement is called a village. This is where the average settlement will rest.


  • Prerequisite
    • Villages qualify to for town status when they maintain 25 active players for a week.


  • Political Structure
    • Mayor - The mayor is the leader of the town and head of the town council. The mayor maintains a veto right over the town council to be used in emergency situations.
    • Town Councilman - The town councilman sits on the town council. At this point the council gains additional powers over the settlement and expands to include additional seats, reflecting the increasing sophistication of the settlement. It is the duty of the councilman to fill in when the elder is unavailable and to work with fellow council members to pass binding resolutions. The number of council members is based on the population of the town. Upon becoming a town, there are 5 council positions that must be filled. An additional slot opens for every ten citizens, reaching a maximum size of 7 at 45 members.


  • Restrictions
    • Settlers are restricted to the Patrician class.
    • Residential buildings are restricted to two floored buildings.
    • Residents may pay the town to expand their residential plot to a maximum of 5x10
